If you wanna open a lotto booth in the Philippines, you have to follow these strict requirements to be a lotto agent. It's a very profitable business.

For an individual, you must be a Filipino citizen, have no criminal records and must be at least 21 years old. For a corporation, you are required to submit needed documents which will be discussed as you read along…And you must have a very good location for your lotto booth, a crowded place is recommended.

Start Your Lotto Franchise

I was in a lotto outlet the other day and a thought struck over me…how much have I spent betting in the lottery? Is it all worth it? Perhaps there’s a way to break even. And so franchising a lotto outlet brainstormed over me. :)

Before you open your lotto franchise, you must understand that it’s not a franchise after all. I’m talking about the PCSO lottery here OK. It’s a Philippine non-profit organization for chocolates’ sake. They will never be opened for franchise I’ll bet on that. But they do offer anyone to be a lotto agent. That’s it, you won’t be a franchisee, you’ll be an agent.

If you wanna know more, learn the difference between franchise and agency. I recommend you understand the idea of franchising a business and its advantages and disadvantages.

Don’t be mad at me for using that title coz I used to call it lotto franchise, too. LOL I used that title for this article because everyone is searching about franchising lotto more than “be a lotto agent” in the Philippines so I thought this article could be useful and educational as well. OK, now fellow Pinoys, let’s just talk about being a lotto agent and the requirements.

Lotto Outlet Cost

You, (the agent), will provide for the location of the lotto booth, so all cost such as rent, lease or sale of a building including construction, electrical, phone line connections and all costs related to your site will be from you. You’re under an agency contract so you’re not gonna pay huge amount for using the trademarks and brand name etc. You’re only required to pay processing fee, installation fee and surety bond. That’s pretty much of it. Let’s say you have your own site already, opening a lotto outlet will only cost you around 30,000 to 50,000 PHP depending on your Surety Bond insurance option.

If you don’t have a site yet, you’re likely to spend below 500,000 PHP. To sum up, the large slice of your investment cake would lie on your site.

Lotto Outlet Revenues and Profit

How much would you earn in franchising a lotto outlet in the Philippines? That’s the question many people are asking about. Like I said it’s not a franchise LOL OK so, being an agent will give you 4.5 to 5 percent from the gross sales. The higher your sales of course, the higher will be your revenue. PCSO will also grant you a percentage of a winning bet from your outlet that ranges from a maximum of 500,000 PHP, depending on the jackpot winning prize. How cool is that!

Anyway, as a business you have to consider overheard expenses such as electricity, wage of employees, rent and other related cost incurring on your booth. The only things the PCSO will provide for free are the tickets, terminal hardware and software, printed materials and other paraphernalia.

To reach a huge profit and commission, you must choose the best location which is a crowded place and a busy commercial area.

PCSO Official Requirements for Lottery Agent Applicants


The requirements for online lotto agents are listed below including the steps for application. They are retrieved from PCSO official website:

  1. Applicant must be:
  • a FILIPINO citizen
  • at least 21 years old
  1. Applicant must accomplish and submit:

Individual Applicant:

  1. Three (3) latest ID pictures (2 x 2);
  2. Three (3) latest ID pictures (2 x 2) of spouse; Letter of INTENT; On-Line Lottery PERSONAL DATA SHEET;
  3. Proof of Income;

For Self-employed:

  • Income Tax Return
  • Registration of Business
  • Audited Financial Statements

For Employed:

  • Income Tax Return
  • Registration of Business Audited Financial Statements
  • Certificate of Income
  1. Proof of Ownership/Lease of Outlet

For Owner:

  • Land Title or TCT

For Lessee:

  • Contract of Lease (Notarized)
  • Building Owner's Authorization Form
  1. NBI Clearance (Current)
  2. Brgy Clearance (Personal Record) Sketch/Location Map of the Proposed Agency Site
  3. Photograph of the Vicinity Photograph of the Building
  4. Photograph of the Interior

For Corporation

  1. Bio-data of Corporate Officers and Directors
  2. Photocopy of S.E.C Registration Photocopy of Articles of Incorporation Photocopy of By Laws Latest audited Financial Statement I.T.R. for the immediately preceding year Letter of Intent Contract of Lease Building Owner’s Authorization Sketch/Location Map of the Proposed Agency Site Photograph of the Vicinity Photograph of the Building
  3. Photograph of the Interior
  1. Applicant must make sure that the Proposed Agency Site must comply with the following criteria:
  1. 100 meters away from schools/place of learning and places of worship, subject to PCSO's policies and existing rules, except if the location is enclosed or a shopping center.
  2. Good human traffic, i.e. situated in commercial or busy intersections/areas. The location of terminal/booth should be strategic if within a mall or superstore.

The area does not get flooded.

Floor space of 8 - 9 sq. meters or available business counter measuring at least 1.0 m X 0.5 m

Preferable with at least one (1) telephone facility, landline or cellular, for hotline operations. Such telephone (specially landline) should be situated at no more than one (1) meter away from the proposed terminal location.

Enclosed (for security purposes) but with frontage from human traffic/entry. Frontage must face main road or to the direction of major traffic flow. In cases of malls, shopping centers or superstores, the lottery location need not be enclosed provided there is security of operation, specially after store hours.

Dry floor space and proper ventilation (preferably air-conditioned).

With regular power supply of 220 VAC, with grounding and available power point/s.

With available shelf/counter/cabinet for terminal installation, modem and storage of lottery materials. If not currently available, the agent will be advised on when to fabricate.

With operators to be made available for training in the operation of the terminals preferably one dedicated personnel and a back-up personnel per terminal. This agent will be advised on when the operators will be trained.

Major operating hours fall within 7:00AM - 8:30PM, seven (7) days a week.

  1. At least 100 meters away from any existing lotto outlet which shall be subject to PCSO's governing rules.
  • National Capital Region - 100M
  • Southern Tagalog and Bicol Region - 200 - 250M
  • Northern and Central Luzon - 200 - 250M

Approved technical site survey by carrier.

Setting up a Lotto Franchise in the Philippines

To sum up, to franchise a lotto outlet in the Philippines is to be an online lotto agent. It’s not a franchise, it’s an agency. It’s still a form of serious business though and may I remind, you’re gonna be affiliated with the PCSO (Philippines Charity Sweepstake Office) ehem the government. Know your rights and know your responsibilities. You have to be in compliance with your agreement no matter what.

Wow, if you could afford it and get a good return on the investment as an agent, I would say yes, go for it. But I'd do some market research first and find out are Lottery tickets selling there? I have this theory that the more franchises there are of something, the smaller the customer base becomes. Perhaps I am wrong.

Why are you not showing ads here? I could not see any Google or Amazon ads. By all means switch them on if you like! Are you registered with Amazon? You can also have Amazon ads on your "wrong sent" blog too. The ads can bring you in revenue, Fehl. I would definitely commercialise your hubs more if you can. I have registered with Lulu to shoe their ads on my Google adsense site and hubs and blog. Lulu is affiliated with Google Adsense, so my ad payments are paid to me via Google. Wehey! It's free to register!

Yup, I'm still into studying it. I just found out that lotto outlets are so hard to franchise nowadays because of the locations..

Nice article here, twentyfive. Very detailed. The pot right now is around P600M ($16,636) already and nobody seems to be lucky enough to get that so far.

I have known of some folks who won the lotto but their millions were gone in barely 3 years - they bought a nice house, family car, paid off their debts, put up a small business over another and pufft! Maybe the National Government especially the Sweepstakes Office should require the lotto winners, big and small, to undergo some entrepreneurship and financial literacy training so they will have some idea as to what to do best with their winning.

If they really got no entrepreneurial inclinations at least they can decide to live on interest by investing their millions in Treasury Bills for a time while they try to figure out how to make more money out of the money that they got from lotto. Because it's sad to know that almost 90% of the lotto winners ended up back to being poor again after 5 years - in fact some ended poorer than before - and to me that's a failure of the lotto program because it's supposedly more about not just giving out money but more on helping the poor improve their lives. They should keep on, but they should also improve especially on the social development side.

Lotto outlets are mushrooming even inside the malls and busy food outlets, and I believe it's a good money maker too (at least from the business point of view), though I have some reservations on its social and spiritual impact on people, but that's totally another topic.

I heard the PCSO is so choosy and so strict with these lotto agents and booths. They are into choosing the best location. If you're site will be in a mall, it's easier to be approved. You know the government here, everything takes time. But don't get tired of making follow ups. Hope you get approved. :) God bless!

@Pinky tomolin - Cash Bond is you pay in cash , while surety bond is in the form of insurance policy where you pay premium monthly or yearly. That depends on the broker or Insurance company you deal with . Lets say PCSO requires an amount of P300,000.00 for the cash Bond or in Lieu of the cash Bond they accept Surety Bond in the amount of P700,000.00 . . . .
